According to police, Victor and a female passenger drove from Red Boiling Springs to Monroe County, Kentucky, where she was allegedly raped.

It is believed that an accomplice may have been involved.

The victim, Shelly, is a resident of Chapman Burrow, Tennessee.

Victor is being held at the Monroe County Jail on $5,000 bond and his case is currently being investigated by Kentucky State Police.
