Sex Offenders Arrested in Operation Overwatch

The TBI and United States Marshals Service assisted the Macon County Sheriff’s Office and Lafayette Police Department with a sex offender compliance operation called ‘Operation Overwatch.’

The TBI and the United States Marshals Service assisted the Macon County Sheriff’s Office and Lafayette Police Department with a sex offender compliance operation on April 9 & 10, dubbed ‘Operation Overwatch.’  

Out of 41 offenders contacted by law enforcement, 27 were found to be in compliance. Thirteen were found to be non-compliant and arrested, and another was found to be non-compliant and will be arrested at a later date. Three offenders were not contacted and found to be not compliant and will also be subsequently arrested.

Thanks to the Red Boiling Springs Police Department, the Tennessee Department of Safety, and the Wilson County Sheriff’s Office for providing support to this compliance operation. 

The following sex offenders were found to be non-compliant and arrested as of press time, Monday, April 15, 2024. One other arrest included a male subject who was a minor. Additional arrests are expected.

Alan Ray Carver, of Lafayette: failure to report e-mail address and YouTube username 

Anthony Bond, of RBS: failure to report Instagram account & Snapchat account and failure to report Snapchat & Instagram usernames 

David Bailey, of Westmoreland: failure to report active cellphone 

Robert Louis Gibson, of RBS: failure to report active e-mail address and failure to report an active cellphone

Jacob McMurtry, of RBS: failure to report for quarterly reporting date 

Kenneth Dyer, of RBS: failure to report Tik Tok, Facebook, YouTube, and e-mail accounts 

Larry Dale Martin, of Lafayette: failure to report Tik Tok, Instagram, X (Twitter), Steam Gaming & Discord accounts and failure to report six different e-mail accounts

Ricky Glasgow, of Westmoreland: possession of a firearm 

Seeley L. Titsworth, of Lafayette: failure to report e-mail address and failure to report YouTube account & username 

Thomas Mitchel Gammons, of Lafayette: possession of drug paraphernalia, possession of methamphetamine, possession of a firearm and failure to report Facebook account & username 

William Thomas Twyman, of Westmoreland: failure to report Snapchat and WhatsApp accounts and usernames, failure to report active cell phone & failure to report additional e-mails

Gerald Alan Smith, of Westmoreland: failure to report e-mail address, failure to report YouTube account and username, failure to report Facebook account and failure to report additional cell phone 

Brian M. Summers, of Westmoreland: failure to report primary residence 

Isreal Gonzalez, of Lafayette: possession of drug paraphernalia, manufacturing of narcotics and failure to report
