Luther E. Minyard, age 89,
of Louisville, KY passed away Monday, October 3, 2011 at Baptist Hospital East
in Louisville, KY. The Barren County native was born June 29, 1922 the son of
the late Luther T. and Ollie (Russell) Minyard.

He served 10 Kentucky
Governors as worker, supervisor and administrator from 1947 to 1981. Director
of Children’s Services from 1956 to 1960.  Director of Social Services
from 1960 to 1966. He became the Coordinator of the Department of Mental Health
on January 1, 1967. In 1975 Luther assumed a position in the Office of
Inspector General and retired in 1981. Following retirement, he served two
terms on the State Regulatory Board. He was a WWII U. S. Army veteran and a
recipient of the Purple heart, charter member of Hurstbourne Baptist Church,
charter member of Hurstbourne Country Club, Past President of the Kentucky Welfare
Association (1962), charter member of the Academy of Certified Social Workers,
charter member of National Association of Social Workers, delegate to the White
House Conference of Children and Youth (1960) and Life member of the
Metro-Brothers and Sisters of Louisville. In March, 1964, he designed a small
project called “School Readiness for AFDC Children”. This was modified by the
Federal Education Department and permission was requested to change the name of
the concept to “Head Start”. Luther attended Western Kentucky University,
graduated from the University of Louisville and received his Master’s degree of
Social Work from Kent School of Social Work, University of Louisville. Funeral
services will be conducted Friday morning October 7, 2011 at 10 a.m. EST at the
Hurstbourne Baptist Church 8800 Shelbyville Rd. Louisville, KY. Graveside
services with Military Honors and interment will follow at 3:00 p.m. EST at the
Union Church Cemetery in Fountain Run, KY. Survivors include his loving wife of
67 years, Ruth Hinton Minyard, daughter, Melanie Minyard Van Metre (Ed),
grandchildren, Ray Minyard Van Metre (Kelly) and Meg Hinton Stallard (Todd) and
great-grandchildren, Sarah, Lydia, Gretchen and Spencer. Visitation will be
Thursday October 6, 2011 from 4 to 7 p.m. EST at Pearson Ratterman Brothers
Funeral Home 12900 Shelbyville Rd. Louisville, KY. Expressions of sympathy may
be made to the Hurstbourne Baptist Church.
