Kelly was born on Thursday, July 13, 1972 in Davidson County, Tennessee, the daughter of Penne Smalling West of Lafayette and David Wayne Halliburton of Columbus, Ohio. She was the former Activities Director for The Palace in Red Boiling Springs, TN.
